The main objective of the Green Chiller NAMA project is to support Indonesia to create framework conditions which support energy efficiency and environmental improvements in the refrigeration and air-conditioning sector in industry and commerce. 

Through development of a specific National Appropriate Mitigation Action (NAMA) in the refrigeration and air-conditioning (RAC) sector a significant contribution to the achievement of the Indonesian GHG mitigation target shall be made. 

The project comprises of four focus areas in contribution to the overall objective: 

NAMA strategy development

The design of a sector-specific NAMA initiative, agreed with the main stakeholder groups and embedded in the national NAMA strategy (RAN GRK).

  • Development, modification and testing of methods and instruments to provide coherent information about the inventory, projections and reduction potentials.
  • The definition of the GHG baseline for the use of refrigeration and air-conditioning with business-as -usual (BAU) scenarios, agreed with the relevant stakeholders.
  • Design and establishment of an MRV system, synchronized with the governmental Monitoring and Evaluation (MONEV) system.
  • Finally, the NAMA approach shall be documented and agreed with the interest groups to provide decision-makers with suggestions for interventions.

Establishment of incentive systems

Policy-makers are informed of options to promote emissions reductions through NAMAs and to create incentives and funding for efficient refrigeration and air-conditioning technologies

  • Regular consultations (quarterly to half-yearly), exchange of experience and training to help boosting the mitigation capacities of the target groups (ministries, public authorities and selected industry associations).
  • Design of specific industry standards for at least five typical applications, agreed with interest groups.
  • Developing and testing policy approaches, promotional instruments and incentive mechanisms for the private sector with the aim to introduce one promotion mechanism during the term of the project.
  • Development of a financing strategy and a profitability analysis for the commercial and industrial use of refrigeration and air-conditioning.

 Implementation of pilot measures

Implementation of exemplary reduction measures - partially in the context of technology cooperation schemes – to promote the introduction of new, more efficient technologies.

  •  Assessment of the energy requirement of refrigeration and air-conditioning systems in the industry sector.
  • Systematic studies for refrigeration and air-conditioning technology/systems, categorised according to at least five typical applications, available as a decision-making basis for the technology scenarios and pilot measures.
  • Design of at least five technology scenarios (preferably halogen-free) for the use of energy-efficient, climate-friendly alternatives in selected typical applications.
  • Selection of up to ten pilot measures optimise energy efficiency; guaranteeing the financing of incremental costs.
  • Documentation of the energy consumption data of the ten pilot measures for at least one year to be compared with standard systems of lower efficiency.

 Capacity building

Establishment of training schemes that cover the proper planning, execution and maintenance of innovative cooling systems. Establishment and dissemination of an information platform on refrigeration and air-conditioning to support implementation of the sector NAMA.

  • Identification of training needs and creation of suitable training materials.
  • Training courses in close cooperation with manufacturers, industry associations and scientific institutions: training of 30 auditors and 30 planners, supplementary training for 100 technicians.
  • Establishment of information platform.
  • Exchange of expertise and study trips to ensure that a holistic consideration of energy efficiency is incorporated into the training plans of Indonesian institutions.
